Chester O. "Chet" Billups, Jr. beloved husband, father, grandfather, brother and true gentleman, passed away on March 29, 2013 of complications related to underlying medical conditions. Born in 1929 in Santa Cruz, Calif., Billups was a life-long resident of California.

After graduating from Dos Palos High School in Dos Palos, CA, Billups began working for Pacific Gas & Electric Co. (PG & E). He continued working as an engineer with PG & E for 42 years, retiring in 1990 after serving many years as the District Manager of the Colusa District territory.
A long-time resident of Colusa, Billups was active is in his community and church, serving more than once as President of Colusa Rotary Club and of the Colusa Chamber of Commerce. Billups was a member of the Army Reserves. He also served on the local airport and hospital boards, was an avid runner, artist, ham radio operator and private pilot.
Billups was widowed from his beloved wife Becky in December 2011. Billups is survived by his three children, Denise Billups Slone of Danville, Jeff Billups of San Diego and Scott Billups of Cameron Park; three grandchildren, Andrew Billups, Briana Billups, and Jackson Slone. Billups is also survived by his sister, Barbara Billups; his brother-in-law, Jack Billups; his son-in-law, Jim Slone; his daughter-in-law, Melissa Billups; his nieces, Beth Graybill and Lois Hoyt; and his step-grandchildren, Josh McDougal and Sierra DeGreer; as well as numerous friends and colleagues.
A memorial celebration of life will be held at the Trinity United Methodist Church in Colusa on April 5, 2013 at 11:00 a.m., with reception to immediately follow. In lieu of flowers, the family requests memorial donations be made to the Colusa Regional Medical Center Foundation.
