Resident of Walnut Creek
Charles M. Root was born to Helen Lucille Root and Charles Edwin Root in Phillipsburg, Kansas and served in the Army in World War II. In 1949 he graduated from Boalt Hall Law School, University of California, Berkeley. He worked in the California State civil service for over 30 years, primarily on the legal staff of the Employment Development Department, retiring in 1980. In 1980 he moved from Sacramento to Rossmoor (Walnut Creek) with his wife Kapsy Russell Webster Root, who died in 2005. He enjoyed travel, bridge, dancing, and jazz. He was a member of ACLU, NAACP, Town and Country Unitarian Fellowship of Sacramento, Mt. Diablo Unitarian Universalist Church of Walnut Creek, and several Rossmoor clubs. His stepdaughter Grace Katheryne Webster died in 1965. He is survived by his sister, Doris Greenroos, and several nieces and nephews. Burial will take place at sea.

I have fond memories of Charles and his sharp intellect and great sense of humor. He lived a full and meaningful life. He and Kapsy traveled to so many parts of the world on their cruises and met so many people. The traces of his eventful life will long remain. Joanna Thomas Tahzib

My sister Priscilla and I were fortunate to be able to visit with Uncle Charles in January. He.told us some stories from his military service in WWII and we had some laughs together.
