Frank was born April 15, 1927, in Oak Park, IL, the son of Frank and Ruth Thomas. He married Shirley Louy on September 9, 1950, in Maywood, IL. They later made their home in Elmhurst, IL for 28 years before moving to DeKalb, IL in 1994.

From 1962-1987, he was employed by the U.S. Department of Labor in Chicago where he specialized in government funded job training programs and monitoring sub-contractors.
He retired at age 60 and spent his time caring for his elderly parents and performing volunteer work. After moving to DeKalb, he volunteered for almost 20 years at the First Congregational United Church of Christ by overseeing building maintenance and providing his handyman skills.
