Hugh J. Dolan
AGE: 89 • Millville
The Honorable Hugh J. Dolan of Millville DE, formerly of Springfield VA passed away Tuesday, August 8, 2017 at the age of 89.
Judge Dolan was born in New York City in 1928. He graduated from St. John's University of Law in 1952, and received a Master's of Law from George Washington University. He was commissioned to the Judge Advocate's department of the US Air Force, serving in a number of stateside and foreign assignments. After leaving active duty, Judge Dolan remained in the Air Force Reserve until his retirement as a Colonel in 1988.
Judge Dolan joined the United States Department of Commerce upon release from active military service in 1966 and was assigned as counsel to NOAA.
In 1974, from the position of Acting Deputy General Counsel for NOAA, Judge Dolan was appointed Chairman of the Appeals Board of the Department of Commerce and Hearing Commissioner for the Office of Export Administration.
In 1978 Judge Dolan was appointed an Administrative Law Judge to meet the professional requirements for conducting proceedings initiated under such diverse authorities as the Endangered Species Act, the Marine Mammal Protection Act, the Magnuson Fishery Conservation and Management Act, the Export Administration Act and similar statutes.
In 1994 Judge Dolan retired as Acting Deputy General Counsel of the Environmental arm of the Commerce Dept.
Judge Dolan was active for many years in civic affairs in the Springfield area of Fairfax County where he and his family formerly resided. He also served as a member of the Planning and Zoning Commission of South Bethany, Delaware.
He is survived by his loving wife of 65 years, Jeanne Dolan and by his adult children and their spouses: Kevin & Carol Dolan, Marianne & Steve Konka, and James & Eileen Dolan; grandfather of Jeannine, John, Daniel, Amy, Patrick, Katherine, Michael, Ashley, JT, Kevin, and Claire and great grandfather of Zoe, Sasha, Jack, Gareth, Vera, and Kai.
Hugh was a devoted husband, generous father and grandfather. He will be dearly remembered and deeply missed.
A visitation will be held Wednesday, August 16, 2017 from 4 to 6 PM in the Ocean View Chapel of Melson Funeral Services, 38040 Muddy Neck Road, Ocean View, DE and also from 10 to 11 A.M. Thursday, August 17, 2017 at St. Ann's Catholic Church, 691 Garfield Parkway, Bethany Beach, DE where a Mass of Christian Burial will begin at 11 AM. Interment will be held at Arlington National Cemetery at a later date.
