He grew up on Persifer St in the historic district in the town of Folsom where he obtained his primary education. During his high school years Herb worked for the Telegraph our local Historic Newspaper, his duties included being a proof reader, errand boy and he often accompanied Hazel McFarland on assignment part of the then Telegraph Newspaper Family. Hazel saw a potential in Herb early on and encouraged him in the direction of the Newspaper business. Following High school Herb completed a journalistic program though UC Berkeley and then went on to be a member of the military branch of our Navy that was locally based in Alameda. This was during the Korean War in the early nineteen fifties. Herb established himself back in his home town of Folsom after living in Southern California for a time returning with his wife Peggy. They jointly started a business in October of 1971 "Pacific Western Trader" in the Historic District of Folsom, which remains today one of the best arrayed displays and often live demonstrations of established top Native American artists work in California. Herb celebrated Pacific Western Traders "40 years" in business in 2011, in the Historic District's Sutter St area (located at 305 Wool Street crosses Sutter St.) which is a significant achievement for Native American Arts and for a business in this area. His family has been very much a part of the business and his daughter Kathe Puffer continues along with her husband Greg Hittleman in carrying on the family tradition in keeping PWT a living tribute to the Native American Arts.
