William H. Brown II, age 71 of El Paso, Texas passed away Friday December 21, 2012. Born in 1941 in Jackson Heights, New York to Harvey N. and Ellen B. Brown he was the second of three children. As a military family Bill lived in France and Germany as well as the United States. Bill moved to El Paso shortly after graduating from Red Banks High School in New Jersey. In El Paso he completed his Bachelors of Arts degree in Sociology at Texas Western College of Mines and began a life of service to his fellow man. Bill is survived by his wife of 48 years, Margarita S. Brown as well as two daughters, Maria Elena and Cecilia and his sister Deborah Smith. Bill also leaves behind four grandchildren, Chelsea, Lara, Billy and Thomas and one great grandson, Andres. His dedication to service was recognized by numerous awards including: Two Conquistador Awards, a Service to Mankind Award, a Jack B. Peacock Award, Trauma Award for Excellence, an Outstanding Service to Guadalupe Mountains National Park Award and many others. In addition to his career with El Paso EMS (1979 -1998) Bill was the director of the El Paso Boys Club, owned and operated Trans Pecos Medical Service, with his wife Margarita, and was the director of the Public Health clinics in El Paso. Bill was a pioneer in EMS in El Paso, west Texas and southern New Mexico. He began his career with El Paso EMS as a field EMT ultimately becoming Chief of EMS. He served as Chief for 13 years retiring in 1998. After retiring Bill was an active volunteer for Guadalupe Mountains National Park, where he was able to enjoy his love of the outdoors and devote his time to helping preserve nature. During this time he also began his work with Border RAC. He was involved in a number of system development and training programs including region wide communication systems and enhancement of disaster response capabilities. He will be greatly missed by all who knew and loved him. Viewing will be at 9:00 a.m. at Martin Funeral Home del Angel at 3839 Montana Ave., El Paso, Texas with church service to follow at St. Paul's United Methodist Church, 7000 Edgemere Blvd. El Paso, Texas. In lieu of flower please make donations to the Sierra Club or , Friendship Team.
