Born on October 20, 1956, in Snydersburg, Md., he was the son of Audrey E. Thompson Rhoten of Hampstead, Md., and the late Carlin W. Rhoten. He was also preceded in death by a brother, Carvel D. Bair American Legion Post #14, McSherrystown Home Association and Hanover Loyal Order of Moose #227. He was an avid golfer, enjoying the Flatbush course and scoring a hole in one at Briarwood.
