Mr. Carl Monroe "Moe" Proctor, 89, and a longtime resident of Bartlesville, passed away at 5:15 P.M. on Thursday, February 6, 2014 at the Brookdale Sterling House North Assisted Living facility in Bartlesville..
Funeral services for Mr. Proctor will be held at 2 P.M. On Tuesday, February 11, 2014 at the St. Luke's Episcopal Church with the Rev. Dr. T. Lee Stephens officiating. Interment will be in the Memorial Park Cemetery where full military rites will accorded by the Ceremonial Detail of the James H. Teel American Legion Post # 105. Funeral services and interment are under the direction of the Stumpff Funeral Home & Crematory.

Monroe "Moe' Proctor was born August 28, 1924 in Parsons, Kansas to Willis Meador Proctor and Wilma (Wheeles) Proctor. He was raised and received his education in Parsons. He attended Kansas University for two years before joining the Navy. He served in the Navy from April 11, 1944 as an Electronics Technician's Mate, Second Class until June 9, 1946. After his Honorable Discharge he returned to Kansas University to earn his degree in Personnel Management. On July 2, 1948 Monroe married Mayta Maxine Manes. Monroe and Maxine made their home in Bartlesville in June of 1948. He retired from Phillips in February 1984 as the Director of Benefits, Planning and Policies after 36 years of service. He enjoyed playing tennis, gardening, golf, and chili cook offs. He was a member of the St. Luke's Episcopal Church.
Mr. Proctor is survived by his wife Maxine of Bartlesville, four children, Susan Barbee and her husband David of Disney, OK., Cindy Templeman and her husband Philip of Disney, OK., Nancy Brasel and her husband Roger of Keauhou, Hawaii, and Lori Silver and her husband Rick of Bartlesville, seven grandchildren, Jay Templeman, Lindsay Templeman Leach, Laura Barbee, Tara Barbee, Kelsey Silver, Allie Silver and Steven Silver and two great grandchildren, Kaden Templeman and Jaxon Templeman. He was preceded in death by his father, mother and one brother, Wallace Pennington Proctor.
