Cindy was born May 4, 1957, in Castle Rock, Colorado, to Harold and Phyllis Roberts Hoffman. She grew up in Bucklin, Kansas, where she enjoyed helping her father with his gunsmith shop. Cindy then moved to Miami, Florida, where she met the love of her life, Mark Koegel. They were married April 12, 1980, in Miami, Florida, and spent 34 loving years together and raised three beautiful children. Cindy worked for Southern Bell Telephone Company in Florida and in 1981, she and her husband decided to move to San Angelo. She continued working for GTE but retired in 1989, to be with her children. Cindy was a very artistic and creative woman and while raising her children she decided to pursue her true passion by starting an arts and crafts business called "Ragamuffin." After her grandchildren came along she decided to expand on her love for sewing and creating and started her own line of children's clothing called "Annie Oakley Creations."
