That guy down the street with a smile, a joke to share and a dog biscuit in his pocket ready to share with any dog he might pass, adamant in his politics and supportive of his team be it football or baseball.

Passed away September 20th, 2013 in Hacienda Health Care in Hanford. Robert was born in New York City on March 6th, 1924. He was one of seven siblings, preceded in death by brothers Tom Phillips, Jack Phillips, Edward Phillips and Sister Pat Devine. He's survived by Wife Ellen K. Phillips, Son & Daughter In-law Virgle and Sandra Ray, Grandsons and Wives: Donald and Dawn Ray, Gregory and Carrie Ray and Granddaughters and Husbands: Mandy and Sabion Savage, Briana and Ishmael Corral, Lindsay Ray, Madison and Mitchell Ray. Sisters Betty Montalbano, and Ann Traver.
Married 57 years and moved to Lemoore with the inception of Lemoore Naval Air Station in 1961, Robert retired from the Navy as Chief Boatswains Mate in 1963 having served 22 years in WWII and Korea. He last served as Captain of LCU 1495, which was blown up in Korea with its crew of 14 after he was relieved of duty.
In Lemoore he worked for Civil Service as a household goods inspector and a brief stint with the Post Office.
In Hanford he was two time past Exalted Ruler of Elks Lodge 1259, he was on the Board of Trustees for California - Hawaii Elks major projects from 1995 -1998, also served as Elk District Leader from 1992 - 2008. He was Elk of the year in 1996, District Deputy Grand Exalted Ruler 1982-1983 and a life member of Elks Lodge 1259, Fleet Reserve Association and the Knights of Columbus. He served on the Grand Jury 1999-2000. He was King of Lemoore for 2007 Kings County Homecoming, a member of the American Legion and Veterans of Foreign Wars.
He Served St. Peter Prince of Apostles church as Eucharistic Minister for 20 years, visiting the sick and giving communion in their homes.
Robert loved Lemoore for its close knit neighbors, and it's participation in community affairs.
Visitation will be held on Wednesday, September 25th from 2:30 - 4:30, at Phipps-Dale Funeral Chapel, 420 West D St. in Lemoore. A Vigil Rosary Service will be on Wednesday at 6:00 p.m. at St. Peters Church on North Lemoore Ave. Mass of Christian Burial will be held on Thursday, September 26th. At 10:00 a.m. at St. Peters Church, Internment to follow at Lemoore Cemetery followed by a reception at O' Doherty Hall next to St Peters Church.
