He graduated from Lordsburg High School as salutatorian in May 1952 and graduated in 1957 from New Mexico State University with a bachelor of science in electrical engineering. After graduation Bill was employed by Texas Instruments but served as a navigator in the U.S. Air Force as a 2nd Lieutenant at James Connelly Air Force Base before starting work at TI in Dallas. One of Bill's first assignments was Program Manager for the F-111 terrain following radar systems. Following this he worked with the APQ 126 programs which was an attack radar system built for LTV. He later served for the Radar Systems Division before joining the Calculator Division in Dallas as Manufacturing Manager. Included in his 36 years of service, Bill served as Site Plant Manager for Lubbock TI, Midland TI and Sherman TI before he retired in August 1993. In retirement, he helped manage his son's business, Sitescape, for ten years.

Bill married Roberta Gene Corbell on March 31, 1956, and had been married more than 50 years when she passed away in June 2006. Bill married Margaret Sergent on March 26, 2008.

Bill served on several committees and boards for local organizations including Chairman of the Board for Wilson N. Jones Hospital, but his true passion was serving the Lord at his church. Bill was a member and deacon of First Baptist Church, Sherman, for more than 30 years where he served as Chairman of the Deacons and on the personnel, finance and several pastor search committees. He at one time served as the Sunday School Director and also taught Sunday School to both youth and children for many years. He had the opportunity to travel to Russia, Belize and Mexico on several church sponsored mission trips. Until he moved to Arizona in 2008, he was active in the intercessory prayer ministry, men's prayer breakfast and widow's ministry. Bill will be remembered for his commitment to Jesus Christ and his desire to honor his Lord and Savior by leading and nurturing his family in the admonition of the Lord. His life's pursuit was to know God and to make him known
