At A Mighty Fortress Lutheran Church (Charlotte), he often provided altar flowers from his garden and planted and cared for their flower beds. Bill worked for Duke Power (Toddville Plant), where he was a truck mechanic. He was a kind and humble man who loved his family dearly. Bill is survived by his loving wife of 63 years, Wilma Best and children, Stephanie Neel and husband, Jim; Kim Smith and husband, Danny; and Jeff Best and wife, Sandra. He had four grandchildren, Dustin Neel, Harrison Neel, Alyssa Smith and Jessica Keever and her husband, Brian; and two great-grandchildren, Matthew Keever and Jack Keever. Bill is survived by two brothers and a sister, James Best, Gene Best and Marlene Kiser. He was preceded in death by his parents, Clyda and Willard Best; brother, J. L. Best; and a son. The family wishes to thank Dr. Vina Pesaru and P. S. Reddy and caregivers, Lucciah and Martine of Care Haven; the nurses of the Wayne T.
