Mrs. Frances C. Shallow-Offutt

74, of Greenwood, IN, passed away peacefully at her home on April 10, 2013. She was born on November 11, 1938 in Ann Arbor, MI. She is the daughter of the late Nelta Leone Taylor Shallow and Bernard Henry Shallow.

Fran married Col. Harry Dumont Offutt, Jr., M.D., (Retired) the love of her life, on February 14, 2004. He preceded her in death. Her brother Edward Taylor Shallow also predeceased her.

Fran is survived by her nephews, Kent (Nancy) and Mike (Lisa) Shallow and her niece Kathy Harding, all of Michigan. She enjoyed her great nieces and great nephews Dylan, Taylor, Emily, Joey, Jack and Jennifer. Her cousins Pattie Hill of Centennial, Colorado, Paul Shallow, Tom Shallow, Jean Shallow, Caroline Bonnet, and Mary Ellen Franson, all off Milwaukee, Wisconsin survive her. She is also survived by special friends she called "The Sisters of the Heart", Ruth Bishop, Judy Burtnett, Lesa Talley, and Karen Ferrari.

After graduating in 1956 from Bennett High School in Marion, IN, Fran earned her diploma from Holy Cross School of Nursing in South Bend, IN. She received her Bachelor of Science in Nursing from Indiana University and her Master of Science from Butler University.

She was a passionate and dedicated nurse. She was employed at the Veterans Administration Hospital, LaRue Hospital, Wishard General Hospital, and Methodist Hospital before joining the Indiana State Board of Health. She served in various positions at the Board of Health. She felt that one of her most important responsibilities was as the Director of the Division of Child Care Facilities where she advocated for the well-being of the children of Indiana. She was instrumental in establishing rules and regulations to assure the safety and health of children in day care facilities.

Fran was devoted to her family, friends, and church. She had many diverse interests including gardening and pottery. She loved her pets over the years. Being a Scorpio delighted her. Her family, friends, church, and neighbors will miss her.

Visitation will be on Saturday, April 20, 2013 at Our Lady of the Greenwood Catholic Church, 335 South Meridian Street, Greenwood IN 46143 from 10 a.m. to 11 a.m., with the funeral mass starting at 11 a.m. Msgr. Mark Svarczkopf will officiate. Burial will be at a later date in St. John Cemetery in Logansport, IN.

Arrangements have been entrusted to Wilson St. Pierre Funeral Service & Crematory, Greenwood Chapel .
