Cordelia J. Hensley Tuttle was born April 19, 1917 in Maysville, Arkansas to Horace Greeley and Lydia Gates. She was the fourth of ten children. The family moved to Oklahoma and later settled in Wynnewood, a farming community, where Cordelia met and married her first husband, Albert Hensley.

After Albert died in 1966, Cordelia moved to Chandler, Arizona to work as floor lady for Anthony Maggio. There she met Eugene I. Tuttle and they were married in 1979. After Eugene passed away in 1989 Cordelia moved back to Imperial County to be closer to her children.
Cordelia was an excellent cook and a skilled seamstress. She enjoyed crocheting, quilting, gardening, and reading. She was an avid letter writer who corresponded often with her friends and relatives.
