On Friday, August 15, 2014, Joe departed this life at the Tennessee State Veterans Home, and now rests with his Savior and Lord, Jesus Christ.

Born February 29, 1924 in Monterey, TN to the late Fernando Cortez and Julia Speck Boswell. Joe spent his early years farming their beautiful valley on the Cumberland Plateau. In 1943, Joe enlisted in the United States Army, serving during World War II as a ground artillery specialist in Belgium and France. Upon returning from the service, Joe completed his studies at Tennessee Technological University, graduating with a degree in engineering.

On July 3, 1952, he married Patsy Ruth Miller. They eventually settled in Trenton, TN, where they made their home for over 25 years. Joe began his career with the U.S. Department of Agriculture Agency of Soil Conservation Service, assisting farmers and landowners in both West Tennessee and East Tennessee. In 1979, upon retiring from the Soil Conservation Service, Joe and Patsy entered the ladies apparel business, starting the Patsy Anne Shoppe in Trenton, TN. Several years later, they moved to Jackson, TN, where they opened a children's apparel business, Klassy Kids.

For many years Joe served as a deacon and greeter at Englewood Baptist Church, enjoying many friendships in the church family. A gentle and patient man, Joe loved his Lord, his wife and family, and the beautiful land that he conserved for so many years.

He is survived by his wife of 62 years, Patsy Ruth Boswell; daughter, Connie Ann Dowsley and husband Cole of Jackson, TN; grandsons, J. Cole Dowsley, Jr. and wife Nicole of Franklin, TN, Joseph Boswell Dowsley and wife Sarah of Greenville, SC, and a great-granddaughter, Carolyn Margaret Dowsley.
