He was born August 19th, 1928 in Burrows, Indiana to Clarence Starbuck and wife Myrtle (maiden -Gibson). He was one of nine children. He attended school in Camden Indiana. Joined the army in 1946 and served one year in Korea. After serving his country, he came home and married his sweetheart Helen Joan Pearson on June 5th, 1948. Clarence and Joan had their four children. Clarence was a supervisor at Brown Rubber and then employed with Wolf Construction for more than forty years. Clarence loved to fix anything that was broken. After retiring he helped local farmers and construction companies. He also helped his sons build their homes.

During the last year Clarence moved into the Neal home. He enjoyed his time spent here. While living at the Neal home Clarence took part in field trips, playing cards, and socializing. He also participated in what he called "old people" exercises.
