She was born in East Windsor, March 9, 1921, daughter of the late Martin and Rose (Sampeck) Zinker. Fran was a very loving woman; you never left without a kiss and hug, which led her to be known by relatives as the kissing lady. She was a Connecticut certified municipal collector and was elected seven times as tax collector. She then served for one additional year in 1993 when help was needed. Fran served the Town of Stafford in many capacities beginning as an assistant tax collector, assistant to the Board of Assessors, served on the Board of Tax Review, twice served on the revaluation team, as well as payroll clerk for the Board of Education. Fran was a member of St. Edward Parish and the Stafford Senior Center.

She is survived by her four children, F. James Hubert and his wife, Mary Ann, Marilyn Fisher and her husband, Fred, Terry Hoffman and her husband, James, and Kerry Niderno and her husband, Ray; 13 grandchildren; 27 great-grandchildren; and one great-great-grandchild: Kimberly and Michael Pucci and their children, Mikayla, Nathan, and Tara; Keith and Natalie Hubert and their children, Tyler, Madison, and Abby; Kevin and Tracy Hubert and their children, Taylor, Morgan, and Kevin; Kerry and Patrick Ruff and their children, Matthew and Michael; Wendi and Clarence St. Jean and their children, Keegan and Hunter; Jeremy Fisher; Myriah and Robert Blanchard and their children, Kylie and Nathanael and granddaughter, Leah; Koelli and Zachary Ashwell; Dr. Brian and Lisa Crompton and their children, Anderson and Alexandra; Michael and Kelly Crompton and their children, Annabelle and Evan; Justin and Dawn Niderno and their children, Patrick, Dylan, and Francesca; Ryan, and Allison Niderno and their children, Kevin and Victoria; and Aaron and Bethany Niderno and their children, Aiden, Bennett, and Adeline.
