Swigart, Stephen Browning Born March 24, 1944 - Ended Life of Service on August 27, 2013. Age 69 years. Residence Milwaukee. Son of the late Wilson C. and Mary Jane Browning Swigart. Beloved husband of Frances Elizabeth Brooke Swigart. Loving father of Andrew B. Swigart and Martha C. Swigart. Dear brother of Elizabeth "Betty" (Burt) Hornbrook and the late Willard Swigart. Further survived by other relatives, colleagues and many friends. Stephen attended Highland Park High School in Illinois and MacMurray College, graduating in 1966 with a BA in Sociology. He joined the Peace Corp in 1966-67 and was based in Niquelandia, Brazil. When he returned home, he was drafted into the U.S. Army and stationed at Fort Lewis, Washington from 1968-71. On June 17, 1971, he married Frances Elizabeth Brooke and they moved to Milwaukee in August to attend graduate school at UWM. Stephen and Frances had daughter Martha in 1974 and son Andrew in 1977. He was employed by Wisconsin Community Services from 1973-2007, serving as Executive Director from 1997 until his retirement in 2007. Stephen was actively involved with the SHARE Program, and served on various boards including the Board for Planned Parenthood of Wisconsin, the Board of the Milwaukee Council on Drug Abuse, the Board for University Christian Ministries, and the Board for Interfaith for Older Adults. He also served on the Planning and Policy Advisory Committee of the Wisconsin Supreme Court. Stephen attended Immanuel Presbyterian Church. He served as trustee, deacon, and elder, chairing the Mission Committee for many years. He created Immanuel's Alternative Christmas Market. In 2002, Stephen started a new venture, appearing as Santa Claus for non-profit Christmas Fund Raisers and parties, and private home through silent auctions. There will be a Memorial Service on Sunday, September 8, at 2:00 PM celebrating Stephen's life at Immanuel Presbyterian Church, 1100 N. Astor St., Milwaukee, WI 53202. The family will greet friends after the service. If desired, memorials to Wisconsin Community Services or Immanuel Presbyterian Church appreciated.
