Carl A. Bell, former Wichita City Councilman, died Sunday at age 86. He was elected to the commission in 1961 and served as mayor in 1962 and 1963. He helped push for the construction of Century II and the Wichita Public Library and obtained federal funding to construct Cheney Reservoir as a major source of water for the city. Mr. Bell also was involved in the early efforts for civil rights for minorities in Wichita, advocating for fair housing and school desegregation in the 1960s.
A memorial service for Mr. Bell is scheduled for 11:30 a.m. Wednesday at College Hill United Methodist Church, 2930 E. First Street.
