Ofelia M. Tapia (Quijano), 86, passed away peacefully on July 8, 2013. She was born on March 6, 1927 in El Paso, Texas. Ofelia worked as chief of the City Planning and Relocation Office from 1969 until her retirement in 1987. Her achievements were many and varied, but most of her efforts went to improving tenement conditions in El Paso's Southside. She was one of the original members of the board of directors of the Legal Assistance Society. She was awarded many honors to include the following: In 1980 she received the "Woman of the Year" award from the El Paso Political Caucus, the Mexican American Women's National Association "Brindis a La Mujer" award in 1984, and in 1987 she received the YWCA REACH Award. She loved to sing and if there was music we knew she would entertain us with her beautiful voice. She is survived by her children, Martha Tapia Gerardo (Ricardo), Robert M. Tapia, Jr. (Maryann), Josie Tapia Nunn (Teako), Michael Quijano (Gloria), and Sebastian Quijano (Margaret Ruybe); her 14 grandchildren, Rosanne St. Clair, Douglas Hammond, Ana Eichel, Stephanie Gonzales, Robert Tapia III, Michelle Archer, Dillon W. Nunn, Christoper Quijano, Kevin Quijano, Kim Quijano, Kyle Quijano, Keith Quijano, Aaron Quijano, and Nathan Quijano; and great-grandchildren, Craig St. Clair, Sean Eichel, Madeline Eichel, Ethan Hammond, Kiersten Hammond, Victoria Gonzalez, Zachary Gonzales and Isabella Quijano. She is preceded in death by her daughters Irene Tapia Hammond and Guillermina Tapia and granddaughter Melinda Destiny Quijano. A memorial service will take place at Perches Funeral Home, 2280 Joe Battle, on Friday, July 12, 2013 from 6 to 8 p.m. Rosary at 7 p.m. A graveside service will take place at a later date.
