Joseph E. "Joe" Payne, 85, of Vandalia, died at 11:56 p.m. on Sunday, Aug. 18, 2013, in the emergency room at Fayette County Hospital in Vandalia.
Services will be held at 10 a.m. on Friday at Hohlt and File Funeral Home in Vandalia, with Joe Gates and the Rev. James Fackler officiating. Burial will be in Fairlawn Cemetery in Vandalia, with military rites accorded by Crawford-Hale American Legion Post No. 95 of Vandalia. Memorials: American Diabetes Association. Mr. Payne was born on Aug. 15, 1928, in Springfield, Mo., the son of Joseph C. and Leila Young Payne. He married Barbara J. "Bobbi" Flath on Aug. 17, 1998, in Gatlinburg, Tenn.
He was a correctional officers at Vandalia Correctional Center and a career counselor for Illinois Department of Corrections No. 428. He served in the Army's 11th Airborne Division during World War II, and he was a member of Crawford-Hale American Legion Post No. 95 of Vandalia. He was affiliated with the Baptist faith.
He is survived by his wife; sons, J. Carl Payne and his wife Janice of Coconut Creek, Fla., D. Mark Payne and his wife Tammy of Sarasota, Fla., Richard L. Payne of Cape Girardeau, Mo., Gregory P. Payne and his wife Janet of Tampa, Fla., and Robert D. Payne, Cape Girardeau, Mo.; stepson, Bryan Francois and his wife Belinda of Greenville; stepdaughters, Denise and her husband Ed Maroon of Monticello, Lori and her husband Keith Moeller of Kinmundy, Amy and her husband David Graumenz of Vandalia, and Renee and her husband John Brink of Smicksburg, Pa.; grandchildren, Joe Payne, Sidney Payne, Shelby Payne, Allison Payne, Bailey Payne, Emily Payne, Lauren Payne, Kiley Payne, Karaleigh Payne, Jonathan McKimmey, Meeshia Halverson and Shannon Crawley; stepgrandchildren, Ryan Maroon, Jennifer Maroon, Stephanie Maroon, Shauna Thole, Cody Thompson, Krissie Kline, Joe Francois, David Graumenz Jr., Nathan Graumenz, Matthew Graumenz, Dustin Graumenz, Mitchell Graumenz, Tiffany Brink, Zachary Eddy, Jacob Brink and Dana Arndt; 25 great-grandchildren; and sisters, Mabel Gulley of Tulsa, Okla., Betty Harrell of Oklahoma City, Okla., and Marcella Clark of Harpswell, Maine.
He was preceded in death by his parents; a daughter, Sandra Payne; a brother, Donald Payne; and a sister, AnnaLee Woodruff.
