Armand P. Mercier; 78
Former City Councilor and Mayor

LOWELL -- Armand P. Mercier, age 78, loving father, grandfather, great-grandfather, friend to many, former Lowell City Councilor and Mayor, died on Friday January 13, 2012, at Lowell General Hospital following a brief illness.

He was born in Lowell on Nov. 8, 1933, a son of the late Peter & Lillian (Rodrigue) Mercier. He attended St. Joseph High School and has been a lifelong dedicated resident of Lowell. He was a long-time communicant of the former Ste. Jeanne d'Arc Church in the Pawtucketville section of the city in which he resided for many years. He also operated a real estate office which bears his surname.

Armand's commitment to public service began in 1966 as the labor appointee to the Lowell Housing Authority Board of Commissioners. He dedicated his energies serving as Chairman, Vice-Chairman, Commissioner and Executive Director of the Lowell Housing Authority, as well as Development Director and Executive Director of the Lowell Historical Preservation Commission. He also served on the Lowell Plan of Directors; Community Teamwork Incorporated (CTI); Center Cities Committee as well as Vice President of the Mass Chapter of the National Association of Housing Redevelopment (NAHRO). Armand continued to dedicate his time and energy to the citizens of Lowell having served four elected terms on the Lowell City Council, where he was affectionately known as "The Voice of Reason" from 1998-2009; during which he served one term as Vice-Mayor, and one term as Mayor between 2002 and 2006.

For anyone that knows Armand, he will always be remembered for his love and passion for the City of Lowell and its residents and employees, especially the elderly and disabled. He has served the public with dedication and integrity for over 50 years of his life, an unselfish man who has given back to Lowell more than he has taken, so much that the Lowell Housing Authority dedicated their community building on Salem Street as the Armand P. Mercier Multi Service Center. Armand is also a long time member of the Jeanne d'Arc Credit Union Board of Directors.

Armand enjoyed spending time with his family and friends at various venues and functions and especially Hampton Beach.

Armand is survived by his former wife "the love of his life" Annette Laurent of Lowell; three sons and daughters-in-law, Paul A. & Susan Mercier of Hampton, NH, Dennis R. & Brenda Mercier of Lowell, and Armand R. & Theresa Mercier of Dracut; two daughters, Denise G. (Mercier) Leclair and Pauline Y. Mercier both of Lowell; nine grandchildren, P.J. Mercier and his wife Jill, Sheila A. Mercier, Ronald P. Mercier II and his wife Michelle, all of Dracut, Russell A. Mercier of Lowell, James D. Leclair of SanDiego, CA, Richard J. Leclair and his wife Cheryl, Nichole J. Mercier all of Lowell, Joseph A. and Thomas P. Mercier both of Dracut; seven great-grandsons, Parker, Peter, Griffin, Chase, Easton and Nolan Mercier, all of Dracut, and Jackson Leclair of Lowell; a sister and brother-in-law, Gloria & Paul Gauthier, and a brother, Henry Mercier, all of Lowell; many nieces nephews & cousins.

He will be greatly missed by his large family, his many friends, and long time close and dear friends John Cox, Tom "Tippa" Golden, Fred Faust, Cliff & Jeannine Boston, Jim & Debbie Gagne, Dick & Bea Reault, Ray & Trudy Michel, Mary McLaughlin and the "SAC Club Buddies" George Bellerose, Edward Early and Ted Magan.

He was the father of the late Ronald P. Mercier who died in 1985; grandfather of the late Joseph D. Leclair who died in 1977; and brother of the late Arthur Mercier who died in 1988.

MERCIER -- Relatives and friends may call at the M. R. LAURIN & SON FUNERAL HOME, 295 Pawtucket St., Lowell on Tuesday, Jan. 17 from 3 until 7pm. His Funeral Mass will be celebrated on Wednesday morning at 11 o'clock at The Parish of St. Rita, 158 Mammoth Rd., Lowell. Interment to follow at St. Joseph Cemetery, Chelmsford. I'm closer to you now, than I ever was before.

There are many rocky roads ahead of you and many hills to climb;
but together we can do it by taking one day at a time.
It was always my philosophy and I'd like it for you too...
that as you give unto the world, the world will give to you.

If you can help somebody who's in sorrow and pain,
then you can say to God at night......"My day was not in vain."
And now I am contented....that my life has been worthwhile,
knowing as I passed along the way, I made somebody smile.

So if you meet somebody who is sad and feeling low,
just lend a hand to pick him up, as on your way you go.
When you're walking down the street, and you've got me on your mind;
I'm walking in your footsteps only half a step behind.

And when it's time for you to go.... from that body to be free,
remember you're not going.....you're coming here to me.
