Jacques DE BILLY

On July 14, 2014, at Montreal's Jewish General Hospital, Jacques de Billy, husband of Juliette Parent, died peacefully. Born on June 25, 1916, Jacques did his high school studies at the Collège de Lévis where he distinguished himself and received the Prince of Wales prize. He continued his studies at the Faculty of Law at the University of Laval where he received the Lieutenant Governor's and Governor General's medals. Admitted to the Quebec Bar in 1938, he continued his studies at the Osgoode Hall Law School in Toronto (Common Law). Jacques was a proud descendant of Jean-François de Billy, a native of Billy-sur-Ourcq in Picardy, who first came to settle in Gentilly, New France in 1672. During World War II, Jacques served in the Canadian Army (Royal Canadian Artillery) in Canada and overseas. A Life Member of the Association of the 22nd Regiment, he received the rank of Honorary Colonel of the 6th Field Artillery Regiment. Jacques practiced law with the law firm Dupré, Gagnon, de Billy, Prevost and Home with his father Valmore A. de Billy and his brother Gilles. Jacques' entire career was spent at this law firm (which now bears the name of Lavery, de Billy). Jacques' professional activities extended to the business world. Jacques was Chairman of the Board of Directors of the Quebec Automobile Insurance Company; he also sat on the boards of several other companies, including CIP, the Toronto-Dominion Bank, Royal Insurance, Shell Canada, Munich Reinsurance of Canada and Union Carbide Canada. He was director of the Desjardins Life Insurance (1957-1980) and La Sauvegarde Insurance. As Chairman of the Advisory Committee of Québec Salvation Army and a member of the board of the Red Cross, he assumed many functions at the community level. Jacques was also a Governor of the Foundation du Barreau du Québec and Laval University and a member of the foundations of the Collège de Lévis, Laval Hospital and Courchesne Hospital. In addition to his wife Juliette, Jacques is survived by his children Michel (Yvonne Tam), Josée (Colin Larose), Christiane (John Treble) and Claire. Jacques was the brother of the late Françoise, late Gilles (late Lucille Tremblay, Claudette Huard), late Godefroy (late Louise Godbout, Elena Ehrensperger), the late Louise (the late Edouard des Rivières) and the late Geneviève (the late Maurice Tremblay). He was the brother-in-law of Jacques Parent (Thérèse Corbeil), Marthe Parent (late Ivan Phelan), late Father Raymond Parent, S.J., the late Jacqueline Parent (late Claude Béïque), the late Maurice Parent (Nicole Lavoie), Claire Parent (Dr. Marc Dufresne), late Serge Parent (José Vaillancourt) and Monique Parent (Dr.Gérald Dufour). He also leaves his grandchildren Stella, Joshua, Nicolas, Olivier, Rémi, Geneviève, Fabienne, Andrew and Juliette, as well as many nieces, nephews and friends. The family thanks Abigaël, Esther, Florence and Sandrine for their outstanding dedication and the good care they provided for Jacques. For those who wish, a donation to the Salvation Army, the Red Cross or a charity of your choice would be appreciated. A Religious Service will be held on Saturday, July 19, 2014 at 11 a.m. at the Church of Saint- Charles-Garnier de Sillery in Quebec City. The family will receive condolences at the church one hour before the Service.
