“Mr. Gulliver was one of the "old heads" who had been at Air Force Global Weather Center (AFGWC) forever. I got to work in Director of Operations (DO) shop when he was the civilian Deputy for a year in 1984-85. Smart Colonels who ran the DO office always deferred to Mr. Gulliver whenever a question arose. No matter what was going on, Mr. Gulliver had seen it all before.
