William Melvin Howard, age 97, of New Smyrna Beach, died Monday, March 24, 2014 at his home in Sugar Mill. Born in Parksley, Virginia and raised in Crisfield, Maryland, Mr. Howard spent much of his life in Annapolis, Maryland and Arlington, Virginia. He has lived in New Smyrna since 1976. His professional career was in Supplies and Logistics for the Navy and later for the Department of Defense. He served as a Deputy to three Secretaries of Defense, the last being Robert McNamara. He was a 32nd Degree Mason, a Shriner, a member of the Scottish Rite, and a member of Sugar Mill Country Club. He is survived by his son, William M. Howard, Jr.; three grandchildren, John F.
