James Frank Phelps Long time resident and former Mayor of Occoquan, Virginia, James Frank Phelps passed away Sunday evening October 17, 2010. Survived by his wife, Mary Ann Phelps, Children John Matthew Phelps (Robyn), James Frank Phelps Jr., Jeremy William Phelps (Sandy), Jessica Phelps; his brother Edward A. Phelps (Nora); four beloved grandchildren, and his nieces, nephews and cousins.

Frank Phelps was a World War II combat veteran who served in the Marine Corps in the South Pacific theater, after which he began his civilian career with the Washington Metropolitan Police Department. After his retirement in 1971, Frank operated his own businesses and became active in local Virginia politics. He spent his life defending his country, fighting for justice and dedicated himself to public service. He was 82 years old.

A memorial service will be held at Mountcastle Turch Funeral Home in Dale City on Wednesday October 20, 2010 at 7:00 pm. A military funeral service will be held on Thursday, October 21, 2010 at 2:00pm at Culpeper National Cemetery.

It was his request that in lieu of flowers, well-wishers please send donations to the ARC of Greater Prince William County: 13505 Hillendale Dr. Woodbridge, VA 22193 (703) 670-4800.

Mary Ann...I am so sorry to learn of Frank's death...please know that you have my greatest sympathies...I thought a lot of Frank, and enjoyed the times we had together in the town hall...Frank was a wonderful guy and I will miss him...we were out of town in Georgia, South Carolina and Tennessee, and didn't learn of Frank's passing until yesterday...where are all the good guys going?...the best to you and your family...Harry
