Frank M. Highley, III

June 27, 1948 – May 24, 2014

Raleigh

Frank Mowrey Highley, 65, passed away on May 24, 2014. Born in Radford, VA, to Frank and Edith Highley, he grew up in Newark, DE. Frank attended Virginia Tech, where he earned degrees in Physics and Engineering. After serving as an instructor pilot in the United States Air Force, Frank pursued a lifelong career in the construction industry.

Frank is survived by his wife of 43 years, Deborah; parents, Frank and Edith; son and daughter-in-law, Reid and Louise Highley; daughter, Erin Highley; siblings Bruce, Gregg, and Kim and their spouses; and many nieces and nephews.

The family would like to thank Frank's coworkers at J.D. Beam Construction Company for their endless support.

The family will receive friends at the home (6421 Rockrest Court, Raleigh) from 5-7pm on June 6, 2014.

In lieu of flowers, memorial contributions can be made to the Frank Highley Scholarship Fund, in care of Raleigh Charter High School, 1307 Glenwood Avenue, Raleigh, NC 27605.
