KOCH-Edward I. Left a rich legacy, a significant part of which was his affordable housing program. He rose to the challenge of wide scale abandonment and a growing homeless population by launching the most ambitious municipally financed housing program in the country. Over 250,000 units were produced and communities revitalized. Phipps Houses is grateful to be part of this legacy. There are hundreds of thousands of New Yorkers who live in better housing and safer communities today because Ed Koch had the courage to respond to this most basic human need. He was an enormous life force whose determination and skill left the City in much better condition than he found it. Many New Yorkers saw him as a personal friend, even though he was responsible for an entire city. One of New York's greatest mayors, he will be remembered and appreciated.
