1934 - 2013
Seymour Louis Budoff was a giant of a man physically and intellectually. Sy was a caring, loving and generous person who devoted his life to his principles both at home and in the public sector.

Sy began as a pharmacist and then went on to become a hospital administrator, Commissioner of New York State Medicaid and then Commissioner of New York City Medicaid, where he instituted many forward-looking practices, such as the use of generic drugs, which saved the City hundreds of millions dollars. He ended his public services as a regional director of HEW under the Carter Administration and then owned a pharmaceutical manufacturing company. Following this, he greatly enjoyed his retirement.

Sy was married to Penny, who was a world renowned physician, for 46 years until her death due to ALS. They traveled the world together and enriched the lives of a multitude of friends and family.

Sy and Penny had two children. Jeffrey who is an Hand and Upper Extremity Orthopedic Surgeon resides in Houston with his wife, Melissa, and their three children.

Seymour's daughter, Cindy, was a loving and kind young lady with a heart of gold who, unfortunately, predeceased him.

Sy married Maureen Kelly in 2011.

Above all, Sy was a man of great principals and believed in doing the right thing no matter the cost. Sy believed in giving back to those in need. Donations may be made in his honor to any ALS organization. Sy will be sorely missed by his family and friends but will always be remembered.
