Joe was born in Post Falls, Idaho to Thomas Leroy Frank and Beulah May Neese on December 1, 1923. He started school in Hayden, Idaho and then moved to Southern California where he completed his schooling. On September 7, 1942 Joe enlisted in the United States Marine Corps and went on to serve his country by fighting in the Pacific Theatre. After the war Joe returned to Southern California where he went to work pushing cattle for a feedlot in La Puente, CA. He then moved to Northern California to work on the Oroville Dam project; then the Interstate Highway 5 project. After completing those jobs he worked as a project manager for a land developer here in Northern California for the next 20 years. During that time he was very involved in the development of Paradise Pines in Magalia, California. After his retirement Joe was involved in many activities. He loved working with horses and it seemed he always had one or two around for his enjoyment. He also enjoyed painting in oils; furniture caning and glass blowing.
