Prayers of condolence and love for the family. I only worked a short while for Phil who said to me as a friend to take no grudges when I resigned on Good Friday 2012. Prayers to the man who sealed the deal with me in Christ Jesus. I brought my family and I back to the Catholic Church.He was truly chosen. Always to Love not as the way the world gives but the way our Lord gives it that we are born to eternal life. I'm very sorry to hear of his passing

I met Phil while doing work on the Turnpike. It was an honor to know him.

Phil was a true gentleman. He took me under his wing and offered guidance through the 20 years that I knew him. He will be missed by many. My thoughts to his family and friends.

Our heartfelt sympathy to Phil's family.
I knew and worked with Phil since his days as PennDOTS Utility Engineer back in the 1975-79 time frame.
And worked with him since then with SEPTA, Pennoni and the most significant career contributions with the Pa Turnpike.
Always a class guy and practical engineer seriously focused on doing the best thing for the PTC.
A very good personal friend and a friend of Urban Engineers who will be greatly missed.
