Roy was a great Gary police Lieutenant who was friends with everyone and was a boss I could count on. He will be missed by all. God bless-he will be remembered by many as a friend.

My sincere condolences go out to the Rice Family, whom I grew up with. Mr. Rice was a great man who if you were a child on the block, would put the fear of God in you if he caught you doing something bad. He was truly a father, police officer, and neighbor to be respected. May the Peace of Jesus help Rene, Roxanne, the grandchildren and great-grandchildren get through this.

I was very impressed with Sgt. Rice's leadership when I joined the Gary Police Department in 1970. He was a great example to follow. My fondest memories of Roy was his laugh. He could light up the squad room with his presence. I say to the Rice family, Roy set an example for me. I know he did the same for you. For that I say, Thank You Sergeant Rice, and may you Rest in Peace!!
