He attended high school at Grants Pass, Oregan and graduated in 1970. He joined the Air Force after graduation. He graduated from Travis Airforce Base as an Areospace Ground Equipment repairman in 1974. He met and then married Sharon Ann (Wheeldon) in Chanute, Ill. on the date of May 4th 1974.

He achieved a social work degree as well as a law enforcment degree and a Masters in Criminology. His working history included a continous effort to improve himself by working for a local paper in Grants Pass as well as running for a position as a city councilman in Ward 4, Grants Pass. Terry then moved on to the Border Patrol. During his schooling with the Border Patrol he was offered an opportunity to work as a patrolman for the city of Darlington from 1980 to 1987. During that time frame he then began to work for the Sherriff as the Under Sherriff, under Vernes Olson in Lafayette County. He was offered and accepted a position as Chief of Police in the city of Brillion, WI. He worked for Brillion until accepting the position of Chief of Police in the City of Milton in 1990 and retired in 2005 to care for his wife, Sharon who later died of ovarian cancer. In conjuction with working with the Darlington Police Deparment, he became a licensed EMT until he started his carreer in Milton.

After his wife Sharon died, he was re-introduced to a long time friend Michele Kienetz. They shared mutual interests and hobbies and were married on August 28, 2010.

Terry was an amicable man enjoying various sports specifically supporting the Milton High School Wrestling program and Milton High School Football Program. He also enjoyed being an assistant coach of various Cross Country teams, the most recent under Coach R.K. Mitby. He also personally enjoyed running ultra marathons through the Badgerland Striders. You would also find Terry at many Beloit Snapper games. He enjoyed taking his grandson, Thomas to elementary school on Monday's and Fridays as well as any last minute babysitting arrangement.

Terry would also be active in the community by being a "reader" to the grade school children and was the treasurer for the Milton Historical Society. He re-started his interest in amateur radio shortly after his first wife died.

Anyone who knew Terry would find him to be a "fair" and "honest" man.

Terry is survived by his wife, Michele (Kienetz) Hawkins; his son, Otis (JaLayne) Hawkins; and grandson, Thomas. He was well loved by his pets, Travis the beagle, Nermal the cat, Jasper the black lab, and Buddy the cat as well as his family and many friends.
