DeBELLIS
ARMAND JAMES "JIM"
Armand James DeBellis, known as Jim, was born in Pittsburgh, PA, on April 11, 1924, and died on Feb. 26, 2014. He was predeceased by his wife of 62 years, Sally Jane McKinley DeBellis; father and mother, Louis and Frances DeBellis; and sister, Delia DeBellis Gerace. He is survived by his daughters, Margaret DeBellis Bruce and husband Jay and Barbara DeBellis Kennedy and husband Mark; grandsons, Benjamin Louis Kennedy and James Mathew Kennedy; sister, Aida DeBellis Pacella; and a large, extended family. Jim was a World War II veteran, serving in the 34th Infantry Division, 135th Regiment and participating on the front line in Italy. He earned the Bronze Star, Purple Heart, and Combat Infantry Badge. After returning from the war, Jim went back to Grove City College, where he graduated in 1949 with a degree in economics and business administration. He worked for 18 years with the Allegheny Power System, where he rose to manager of public relations for the Potomac Edison Company. In Sept. 1970, Jim was appointed the first Economic Development Director for the City of Virginia Beach. He was responsible for establishing and directing the city's programs for business development, tourism, and convention promotion. During his tenure, the Lynnhaven Mall project was completed, the Pavilion Convention Center was built, and many industrial sites were developed to attract national and international companies. He pointed with pride the location of the many companies he helped locate here which provided jobs for Virginia Beach residents. Jim was active in peer organizations; he served as President of the Southern Economic Development Council, was founding president of the City/County Marketing Assoc., was president of the Southern Community Development Council, served as chairperson for committees of the American Development Council and the Industrial Development and Research Council. He chaired the VA Chamber of Commerce Industrial and Tourism Committees. He served on the VA Tourism and Travel Commission, appointed by three governors. He served as vice-chair of the Commonwealth of VA Tourism and Travel Advisory Committee and was president and life member of the VA Travel Council. His work in VA Economic Development earned him the prestigious Cardinal Award. After retirement, Jim remained active in many organizations and did consulting work in Virginia and elsewhere. Jim was also an active community member. He was a past president and member of the VA Beach Rotary Club, where he was a Paul Harris Fellow. He was honored to be named a 1989 Neptune Festival Triton. He was on the board of the Virginians for the Arts and a past chair of the VA Beach Arts and Humanities Commission. He was a former board member of the VA Thanksgiving Celebration at Berkeley Plantation. He was a member and elder of Providence Presbyterian Church. He was appointed to serve on the VA Beach School Board in 2000-2002. He was a past member of the VA Beach Education Foundation Board and a member of the General Advisory Committee for Career and Technical Education. He also served as co-chair of the Norfolk Sentara Nursing Center Advisory Committee. He worked diligently to make a difference and contribute to his city and his community. He loved Virginia Beach and was her biggest cheerleader. He willingly lent his expertise, creativity, and sense of fairness to all of his endeavors which benefitted so many organizations and individuals. As important as his achievements were, even more important to Jim was his family whom he loved beyond measure. His sense of humor and love of life will inspire all who knew him and will serve as a tribute to his memory. He was deeply loved and will be greatly missed by his family and his many friends. The family will receive friends from 6:00-8:00 p.m., Sunday, March 2, 2014, at SMITH & WILLIAMS FUNERAL HOME, Kempsville Chapel. A celebration of Jim's life will be held at 1:00 p.m. on Monday, March 3, 2014, at Providence Presbyterian Church. In lieu of flowers, donations may be made to the Honor Flight Network, Providence Presbyterian Church, or the VA Beach Youth Crisis Home in Jim's memory. You may offer condolences to the family at:

To the family of Mr. & Mrs. DeBellis:
I had the pleasure of getting to know your parents, grandparents, during Mrs. Debellis visits to her eye Doctor. The love that they shared for one another was an inspiration to us all. May the boundless memories you have of them both bring you peace during this time and give you comfort to know they are together once again. Sincerely, Vonnie Boynton

Jim was truly one of the Deans of economic development in Virginia and a real mentor to me early in my 35+year economic development career. He was one of the nicest, kindest persons I've ever known, and he will be truly missed. My thoughts and prayers are with his family at this time.

Jim was Chair of the Arts and Humanities Commission when I first became a commissioner in 1997. I'll never forget how gracious and helpful he was toward me and how willing he was to accept new ideas. Our relationship grew to be a solid one over the years and I was honored to, at his request, speak to the School Board in support of his candidacy to become a member. He clearly loved the City of Virginia Beach and though he will be missed, his spirit lives on. May God bless the family and they find comfort in the memory of him.

I only new Mr. DeBellis for a few months. He allowed the Meyera E. Oberndorf Central Library to digitize some of his wonderful memorabilia and photographs from his time working with the City. He was a wonderful storyteller and kept fantastic records. I am sorry to lose him as a friend. Pat Cook, Central Librarian, MEO Central Library, Virginia Beach.

I am stunned by Jim's passing. I had anticipated a brief hospitalization after his surgery, which I had discussed with him a few days before he went into the hospital. I had seen him through serious illnesses in the past & somehow felt that he would always pull through., including this final episode.

I came to know & love both him & Sally late in their lives , as their gastroenterologist. Both were always charming , warm & gracious. He always gave me a big hug at the end of his visit. Jim was a " schedule buster" for me since we would often spend an hour for his office visits, with me listening to him recounting his experiences in Italy in WW2, or swapping stories about our experiences in western Pa. & Va. Beach. He gave me a copy of his hand written memoirs from WW2 which I have shared with my family & will always cherish, & also a stack of books he had read on WW2 , which I eventually will read. The last time we talked, we agreed to meet for a cup of coffee & a long uninterrupted talk, unfortunately a meeting which will not occur on this earth.

After reading his incredible obituary, I truly appreciate how humble he was. He was a great man , but never showed a hint of arrogance to me. He truly was among the best of "The Greatest Generation ". I miss him & will always cherish his memory.

My deepest sympathy to his entire family.

Peggy, Barbara and family,
So sorry to hear of your dad's passing as he was a loving husband and father you could tell in his eyes of the love for his family. Also a funny man that would tell us jokes all the time when he first came to our office. He will be truly missed.

I extend my condolences to the family & friends of my good friend Jim. He made valuable contributions to the city and will be solely missed by his former co-workers and friends; as well as his devoted family. I enjoyed the times I worked with him in the City of Virginia Beach. Our monthly luncheon group will not be the same without him.
