Francine W. Williams, 123 Pine Street Village Apartments, Wakefield, Va., died Tuesday, Jan. 11, 2011, at Sentara Obici Hospital in Suffolk, Va. Funeral arrangements have been entrusted to the staff at Peace Bland Funeral Home, 237 Railroad Ave., Waverly, Va., James I. Gay, manager.
