The oldest in a family of 8 sons and 3 daughters, Delbert was born to the parents of Wayne and Dollie Foster in Walnut Ridge Arkansas in 1938. They moved to California in 1939 settling 5 miles east of Pixley. He attended Saucelito Elementary School and graduated from Porterville Union High School Class of 1956. He joined the U.S. Air Force in November of 1957 and took his initial training at Lackland AFB in Texas. He then was stationed at Scott AFB Illinois. After short assignments in Myrtle Beach AFB South Carolina, and Seymoure Johnson AFB North Carolina, he spent 1 year in Japan. He finished his military career at Vandenburg AFB California as a radio relay technician and was cross training in missile guidance when he was honorably discharged in November of 1961. After returning home he enjoyed farming until he retired in 2005. He has been a member of the Success Bass Club, Porterville Elks Lodge, and Pixley Lions Club.
Delbert is preceded in death by parents Wayne and Dollie Foster, brother Lonnie Foster. Delbert is survived by Wife Joy Foster, son Tim Foster, daughter Kerri York, step son's Eugene and Ross Reeder, step daughter Sherron Reeder. 13 grand children, 15 great grand children, 6 brothers and 3 sisters. Service will be held on July 16th at Pixley Church of the Nazarene, 1138 E Court St. Pixley Ca, at 11:00 am.
