Hortense Winston Smith Ruddick, 90, of Chesapeake, Va., passed away on Thursday, March 14, 2013. She and her husband, Richard, moved to Roanoke in 1960 with the merger of the Virginian Railway and Norfolk & Western Railroad. She became the first employee of the Roanoke Valley Mental Health and Mental Retardation Services Board. Within five years, she grew this health agency to a five million dollar budget and a staff of 120 people. In 1975 she continued her work in developing the Southwest VA Health System agency and serving on the Roanoke Valley MH/MR Service Board representing Roanoke City.
A Graveside Service will be conducted at 2 p.m. on Sunday, March 17, 2013, in Riverside Memorial Park, Norfolk. The viewing will begin on Saturday, March 16, 2013, with the family receiving friends from 6 to 7:30 p.m. at the Great Bridge Chapel of Oman Funeral Home & Crematory, 653 Cedar Road, Chesapeake, Va., 757-547-5184.
