Passed away December 20, 2010 after a short battle with brain cancer. Charles was born on March 23, 1940 in Anguilla, Mississippi, to the late Mary Jane Philipp and George Stanford Evans. His parents; Brothers Herbert, Robert, Dwight, George, Eugene and Raymond; and Cousins Louis and I.D preceded him in death.
Charles served in the United States Air Force for 26 years, attaining the rank of Senior Master Sergeant. During his exemplary military career he was recognized with numerous awards and commendations. He retired from the Air Force December 31, 1984.
After retirement Charles started a second career with the Sacramento Municipal Utility District, where he held numerous positions, retiring in 2004 after 19 years.
Charles' adventurous spirit and respect for history led him to join and remain active in the Buffalo Soldiers Association. He was passionate about sharing the contributions of the Buffalo Soldiers, serving as president for many years. He also loved good food, horses, travel, sports and exploring flea markets and increasing his inventory of tools.
His greatest joy was being "Papa" to Maya and Nikola. Charles' life will be cherished by his wife of 48 years, Susie; two sons: Anthony and his wife Becky of Lincoln, California; and George and his wife, Laureen of Folsom, California; four granddaughters: Maya and Nikola Philipp and Melissa and Miranda Williams; one brother, Anthony Richardson of Greenville, Mississippi and his aunt Carrie Bell Johnson of Anguilla, Mississippi.
A visitation will be held on Thursday, December 23, 2010 from 4 to 7 p.m. at Lambert Funeral Home, 400 Douglas Blvd., Roseville, CA 95678. Graveside services will be held on Friday, December 24, 2010 at 9:30 a.m. at Sacramento Valley National Cemetery, 5810 Midway Rd., Dixon, CA 95620. A Memorial Service will be held on Thursday, December 30, 2010 at 11 a.m. at Pleasant Grove Community Church, 1730 Pleasant Grove Rd., Roseville, CA 95747. Memorial contributions may be made to the American Cancer Society, Sacramento Unit at 1765 Challenge Way #115, Sacramento, CA 95815. Aunt Susie:
Thinking of the last time I saw you guys in Memphis for the Evans reunion and Uncle Charles was his usual self - "a rainbow of smiles and love." This rainbow is still allowing me to experience the same effect just looking at the pictures and remembering. He has truly been missed. God Bless! Love you!

Dear Susie:
you have lost your husband, best friend +++, I have lost my brother in every sense, that one could have had a brother.
Whose word to me was always "I am on my Way". Charles always had a postive encouraging comforting word to say. As couples the four of us shared so much together, from our anversary
date after we met forty-two years ago to the death of our husbands, with-in a year of each other. I will always cherish his memories, and your friendship,and you will always be my sister. I will Love you always.

Susie.... Charles was such a great guy. My husband and I met Charles when we worked at SMUD. He always had a smile on his face and a big teddy bear hug for me. We would often see him at Denio's Auction in Roseville. He was usually rummaging through tools. One morning there was a knock on the door of our house. It was Charles. He had found this tool at the Auction, and it was "such a good buy" he "couldn't pass it up!!!" He already had a similar tool at home, so he gave this new found bargain to my husband. I will never forget that morning... we will never forget Charles. He was a wonderful person.

Charles will always be one of my favorite co-workers at SMUD. He was the best boss anyone could ask for. He always made me smile and I always enjoyed the stories we would share about our families.
