Jay graduated from Rockford East High School in 1942, where he attained the rank of first lieutenant in the Army ROTC. He served in the Army, 2nd Tank Battalion, 9th Armored Division, under General George Patton in Germany during World War II from 1943 until 1946. Jay married Marjorie Smevog in 1948.
