I cannot remember a family gathering I was at that Chip didn't have a smile on his face and a warm handshake to greet you. Chip was always kind and considerate of others and an adoring husband to Debbie and adoring father to his daughters. I will always admire his attributes as decent man. I had the honor of working with Chip at Bear Creek Lake Park. Chip lit up any room with his great smile and funny jokes. You always knew Dave was not far behind whenever Chip was around. They were more than friends, they were brothers. Both of them made you laugh and smile at life. Even back then, Chip had a passion for the law and justice. He was studying to get into law school and was so excited about making a difference in life. What he didn't know is that he had already made a difference in allot of lives. The world was a better place with Chip. Our hearts are breaking at the loss. So, my prayers go out to the family and anyone that had the honor of knowing him. He was an amazing person that was a blessing in my life.

Chip was a true professional. He was an excellent trial lawyer who genuinely cared about his work and what it meant to the people of Bexar County. I am so shocked of Mr. Richs' passing. I was a fellow juror that sat in a courtroom for a week and plus days. Such an impressionable man. Very intelligent and you could tell he took his position on the DWI Task Force very serious always pressing hard to get justice for the victims families. May you rest in peace Mr. Rich.
May God mend the hearts of your loved ones as they struggle to put the pieces together.

I met Chip when I started as a probation officer with Bexar County in 2002 in County Court #11. He had just started with the DA's office. We talked about loving Colorado, our families, and I remember thinking he almost seems "too nice" to work with criminals. I was wrong, he was a class act, who always had a smile on his face. The last time I saw him was October 27 at Walk like MADD. The last image I have of him was him leading the runners smiling. My thoughts and prayers are with his family, friends, and co-workers. A guy who would go out of his way to tell you hi and then smile from ear to ear.
