Savannah, and the Sons of Confederate Veterans has lost one it's very finest men. Col Effinger, a past F.S. Bartow Camp Commander will be sorely missed by the Bartow Camp and all who knew him. The colonel was always spot on with advice and smile. I believe he loved the Bartow Camp and we loved him.
