Roy Butler, 86, of Shelby County, died Monday, April 7, 2014 from complications associated with Parkinson's disease. Born in 1927, Roy grew up on a farm in Franklin County and graduated from Bald Knob High School. He enlisted in the Army and served with the occupational forces in Japan. Roy attended Georgetown College and graduated from University of Kentucky with a B.A. in Social Sciences. His 42-year state government career spanned the administrations of 11 different governors and culminated as Commissioner of Medicaid Services in the Cabinet for Human Resources. In October of 2013, Roy was inducted into the University of Kentucky, College of Public Health "Hall of Fame" for "exceptional contributions to the health and welfare of the citizens of the Commonwealth." In addition to state employment, Roy was an avid golfer and managed a farm in Shelby County where he resided. He was a member of Thornhill Baptist Church, Frankfort.

He was preceded by his beloved wife of 53 years, Elsie Lois (Watkins) Butler; parents Loury Jesse Butler and Lillie Hampton (Musselman) Butler; brothers Stanley, John Chilton and infant John Robert; sisters Carrie Hamilton Wingate, and infants Geneva and Jeanne Butler. He is survived by his sons, Eric Stephan Butler (Janie) of Shelbyville; Brett Hunt Butler of Louisville; and daughter, Lane Butler Jacobs (Patrick) of Waddy; granddaughters Kaitlyn Jane Butler and Jillian Joyce Jacobs; and identical twin brother, Ray Butler (Barbara) of Frankfort.
A Celebration of Life Memorial will be held at LeCompte Johnson Taylor Funeral Home in Frankfort, Thursday, April 10 at 6 p.m. with Rev. William Hartung officiating. Military honors will be provided by VFW Post #4075. Visitation will be 4 until time of service. Ashes will be interred at a later date during a private ceremony at the Lebanon Baptist Church Cemetery in Bald Knob. Expressions of sympathy may be made to the Michael J.
