Julian Johnson "Jay" Ossman, 73, of Jefferson City, Missouri, passed away Friday, August 19, 2016, at SSM Health St. Mary's Hospital.

Jay was born April 6, 1943 in Jefferson City, Missouri, the son of the late Dr. Julian Anthony and Harriett Elizabeth (Johnson) Ossman.

Jay attended St Peters Catholic School and was a graduate from Helias High School in 1961. He was an Eagle Scout. He graduated from Georgetown University earning his Bachelors degree. He earned his Juris Doctorate degree from University of Tulsa.

In 1966 Jay married Judy Heiser to whom three children were born. They were divorced in 1981.

Jay served his country in the United States Army from 1971-1974 stationed at Fort Bragg, North Carolina with the Military Intelligence branch of the Army. He was an investigator for the Jeffrey MacDonald case while at Fort Bragg.

In 1976, he was elected as a Missouri State Representative for District 138.

Jay was united in marriage on August 22, 1987, in Jefferson City to Colleen (Buckels) Switzer who survives at the home.

Jay practiced law for several years in his private law practice. He was also associated with the Prosecutor's Office and the Public Defenders Office during his career in law. He later joined the Hawkins Law Office.

He was a member of the Cathedral of St. Joseph and Jefferson City Chamber of Commerce. As a member of the United Sportsman's Club, he enjoyed skeet shooting, and teaching his children gun safety and firearms skills. He enjoyed collecting firearms as well.

Jay was a ham radio enthusiast and enjoyed making jewelry. He also was a skilled woodworker making many beautiful furniture pieces. He was an avid reader.

Survivors include his wife, Colleen, Jefferson City; three children, Julian Heiser and Marti (Rumbaugh) Ossman Shreveport, Louisiana; Julie Elizabeth and Darren Yeowell, Katy, Texas; and Joel Robert Ossman, Shreveport, Louisiana; three grandchildren , Robert Lewis Yeowell, Jackson Christopher Ossman, and Hudson McInnis Ossman. His loving extended family includes Shane and Valerie (Galletti) Switzer, Clayton Switzer, Liam Switzer, Nicholas Fidalgo, and Angela Fidalgo of Bentonville, Arkansas,; and Brett and Brooke (Bax) Switzer, Samuel Switzer, and Jake Switzer of Jefferson City, Missouri.

He was preceded in death by his parents.

Visitation will be 4-6 p.m. Monday, August 22, 2016, at the Dulle-Trimble Funeral Home with a prayer service at 3:30 p.m.

Mass of Christian Burial will be 1 p.m. Tuesday, August 23, 2016, at the Cathedral of St. Joseph with the Rev. Joshua Duncan officiating.

Burial with military honors will be in Resurrection Cemetery.

Colleen and Family,
Mel and I are so very sorry to hear of Jay's passing. We remember him fondly and know that you will miss him dearly. He was a great next-door neighbor when we lived in Jeff City. He once gave me a bracelet he had made in thanks for some garden vegetables I shared with you.

Jay was a gentleman in the finest sense and a warm and gracious person. He will be missed by many.

May the LORD wrap loving arms around you and give you comfort and peace.

I am sorry to hear of the passing of my cousin Jay and extend my condolences to his family. My wife and I remember fondly the parties at Jay's Dad's house with the extended family on Christmas night and New Year's Eve.

The Final Salute

Brothers in Arms, Military men and women down through the centuries, have traditionally exchanged Hand Salutes as a sign of recognition and as a way to render courtesy and respect one to another.

This Hand Salute is the last that we shall render to Julian Johnson (Jay) Ossman our Brother-in-Arms. To his family it symbolizes the love and respect that we have for Jay. And to Jay it is rendered as a symbol of honor and gratitude to thank him for the devoted and selfless service he rendered to his country during the Vietnam War while serving in the U.S. Army. Jay, we commend you for your honorable service. You are a true patriot, who served with honor and distinction. You upheld the finest qualities of an American patriot warrior: courage, commitment, generosity, sacrifice, love and devotion to family and country. You were a true friend. We bid you a sad farewell. You will be dearly missed from among our ranks. Be at Ease. Rest in Peace.

On behalf of the 961 military veteran Legionnaires of Lowe-McFarlane Post 14 of the American Legion and the 233 veterans of VFW Post 2238 in Shreveport, Louisiana, we extend our sympathies and our condolences to Jay's family and loved ones.
