SPRINGFIELD - Vivian Eugene Duffey, 93, of Springfield, died on Tuesday, April 30, 2013, at St. John's Hospice.

She was born April 13, 1920, the daughter of Earl F. and Marie L'Heveder McKennedy.

Mrs. Duffey was a graduate of Sacred Heart Academy. She attended Illinois Business College and the University of Illinois, majoring in Public Administration and Finance.

Mrs. Duffey began her professional work life in 1942, employed in state personnel with the State Mental Health Field Services Division for Child Welfare. She transferred to the State Department of Personnel in 1957 and became supervisor of Employment Services, responsible for processing Merit System eligible appointments for all departments and agencies.

In June 1964, she was appointed Chief Personnel Officer for the Department of Revenue. During this period she was responsible for managing the growth and change of personnel needs in the Department of Revenue's expanding programs, which included creation and oversight of personnel systems for the State Income Tax Division established in Revenue in July 1969. Then, in 1974, Mrs. Duffey was tabbed by Governor Dan Walker to be lead advisor for the development of personnel systems for the Illinois State Lottery. She was later CPO for the Department of Rehabilitation Service from 1975 until her retirement in December 1979.

In addition to her parents, she was preceded in death by her husband, William Duffey; her stepfather, Michael P. Booker; her step-daughter, Nancy Duffy Sartain; and her brother, Edward McKennedy.

Mrs. Duffey is survived by two sons, Terrence M. Duffey and his wife Clare of Houston, TX, and Kevin M. Duffey of Springfield; four step- grandchildren: Kirsten Kennedy of Houston, TX, Michelle Ulrich and her husband Steve of Poway, CA; Charles Janette and his wife Christine of Las Vegas, NV, and Vincent Janette of Los Angeles, CA; three step-great-grandchildren; and many nieces and nephews.

Private family ceremonies were held.
