Bill was born in Fort Wayne, Indiana, on June 4, 1930, to parents Walter Scott Purdom and Ellen Tarbox Purdom. After his father died in 1939, his mother moved back to her home town of Cedarville, Ohio, with her children. Later she married her life-long friend Warren J. Barber who helped raise and educate both Bill and Jane. Bill graduated from Cedarville High School in 1948 and from Cedarville College in 1951 with a Bachelors degree in Elementary Education. After graduation he enlisted in the United States Air Force and was stationed at Lackland AFB in San Antonio, Texas. While there he received his Masters degree in Education from Trinity University. He moved to Redlands, California, in 1957 and taught junior high school. After that he returned to Riverside as an elementary principal and while there he established the Head Start Program in Riverside County.
