Joseph Y. Nasser, Ph D.

Joseph Y. Nasser, Jr., Ph D., 68, of Tallahassee, FL, passed away Tuesday, December 27, 2011. Joseph was born in Welch, West Virginia. He is preceded in death by his parents, Joseph Nasser, Sr. and Betty Ann Caldwell. Joseph had a long and dedicated career in public safety and communications. He was a law enforcement officer for the Public Safety Department in Oak Park, MI., the Daytona Beach Police Department, FL, and the Volusia County Sheriff's Office, FL where he retired as a Captain and the Civil Defense Director. He then started his own Telecommunications Consultant Service which merged with Omnicom in Tallahassee, FL, which then merged with RCC in New Jersey. Joseph was a former president of the Association of Public Safety Communications Officials (APCO). He was also a pioneer in the modern day 911 services which he received numerous awards from the Federal Communications Commission (FCC). Joseph is survived by his wife Janis Halligan Nasser; children, Robert Nasser, Eric Nasser, Melanie (Nasser) Sikes (Jeffrey), Matthew Nasser (Debra), and Michelle Stanger (Matthew); eight grandchildren; and his sister Patricia Dalton (John). I appreciated Joe's ability to embrace new technologies and merge the practical with the possible. Further he did so as a guide and mentor those around him. I hope I can pass on Joe's legacy to those I work with today.

Really it is sad news, my deepest condolence to his family members and beloved ones, I met him for few times in Kurdistan/Iraq but I will never forget his nice personality and I am proud for the opportunity I have had to work with Mr. Joseph.

I am saddened to learn of Joe's passing. I first met Joe in the mid 1990s and he always brought the highest level of professionalism to his work. He was always enthusiastic about the Industry whenever we chatted at the various conferences. Joe Nasser was a good man and will be missed by many in our field.

Joe was not only a dear friend, but a mentor to me as well, especially when it came to APCO. He leaves a void with respect to Public Safety Communications that can never be filled. We are deeply saddened about Joe's untimely death...he was a wonderful father, husband, step-father & grandfather and will be missed greatly! Those of us who had the privledge to work with Joe at the Volusia County Sheriff's Office knew he had leadership talents. He brought our agency out of the "stone ages" with the implementation of the 9-1-1 emergency communication system and I would be willing to bet saved thousands of lives by creating this necessary communications system. We continue to pray for the family now!
