Harold Frank Allard Harold "Hal" Frank Allard, 90, died Monday, July 17, 2006. A memorial service will be at 10 a.m. EDT today at the chapel of Westminster Oaks Continuing Care Retirement Community. Family will receive friends from 11 a.m. to 1 p.m. EDT today at the Gallery of Westminster Oaks. Culley's MeadowWood Funeral Home, Riggins Road Chapel (850-877-8191) is handling arrangements. He passed away in his adopted home of Tallahassee, where he rooted fiercely for the Seminole baseball team. He was born Oct. 9, 1915, to George F. and Matilda Dermer Allard, their third child and second son, in Pomeroy, Iowa. He attended the University of Illinois, working two jobs during the Great Depression and obtained his P.E. license. For more than 40 years, he served as a management consulting engineer in a broad range of industries, particularly in foundry and iron and steel fabricating. He ended his career as an independent consultant for the manufacture of medical devices. Survivors include three daughters, Joyce Starkey of Wausau, Wis., Jill Ross of Coker, Ala., and Michelle Allard of Tallahassee; three sons-in-law, Dr. Thomas, Daniel and David; four grandchildren; and two great-grandchildren. He was preceded in death by his parents; a sister, Ethel; a brother, Robert; and his wife, Betty Jane Kopaz Allard.
