J. Phelan

J. Phelan, 61, died Sept. 10, 2012, at St. Mary's Medical Center, West Palm Beach. He was born in Trenton, N.J., and lived in Stuart since 2006, coming from Waldorf, Md. He was a U. S. Department of Justice Forensic Laboratory director before retirement. He received his bachelor's degree from Wake Forest University and was a member of the WFU Swim Team. He received his master's degree from George Washington University. He served in the Peace Corps for four years two years in Afghanistan and two years in the Solomon Islands. He was a member of REEF (Reef Environmental Educational Foundation) and Jupiter Drift Divers. He volunteered his time to observe and record Goliath grouper spawning aggregations off Jupiter. Survivors include his wife of 36 years, Patricia Phelan of Stuart; children, Sean of Waldorf, Md., and Patrick of San Antonio; and sister, Pat Petralia of Herndon, Va. He was preceded in death by his parents, Edward J. and Elizabeth Phelan. Memorial contributions may be made to Reef HQ, P. O. Box 246, Key Largo, FL 33037 or www.reef.org.
