William L. Richey Jr.

Palm City, FL

William L. Richey Jr. 73, of Palm City, passed away on August 22, 2016. Survivors include his wife, Linda N. Richey; his daughters, Leeana H. Richey Hupfer and her husband Eric S. Hupfer of Jacksonville, NC, and Lynnet E. Richey of Palm City and Atlanta, GA.



Born in Harlingen, TX, on May 3, 1943, he had been a resident of Palm City for 17 years coming from Miami Beach. He was recruited to Miami in 1974 by then Assistant State Attorney, Janet Reno, after his graduation from The Harvard Law School, Cambridge, Massachusetts. In addition to his love of Florida, Mr. Richey never lost his immense pride in being a native son of the Great State of Texas, where many family members continue to reside.



He was an attorney and was recognized as the pioneering leader in International Asset Recovery in the United States. Prior to law school, he had also been the City Manager of Crystal City, TX. His roles as an attorney included Chief of the Public Corruption and Organized Crime Division of the Office of the State Attorney for the Eleventh Judicial Circuit of Florida, Chief Assistant State Attorney for the Office of the State Attorney for the Eleventh Judicial Circuit of Florida and a member of the Florida Comptroller's Money Transmitter Task Force. He was a founding member of the law firm Richey & Munroe, and was in practice as William L. Richey, P.A. at the time of his death.



He received his Bachelor's Degree from the University of Texas, San Marcos, his Master's Degree from St. Mary's University, San Antonio, did PhD work at the University of Texas, received his JD from The Harvard Law School. He was a Research Fellow at the Kennedy School of Politics. His Bar Admissions include Florida, the United States Supreme Court, the United States Tax Court, the District of Columbia, the U.S. District Court, Southern District of Florida, U.S. District Court, Middle District of Florida, and the U.S. Court of Appeals for the Third, Fifth and Eleventh Circuits.



There will be a memorial service held at 11:00 AM on Saturday, September 3, 2016, at Forest Hills Funeral Home, 2001 SW Murphy Road, Palm City, Florida. In lieu of flowers, contributions can be made in his memory to the Salvation Army, Women's and Children's Services, Stuart, Florida.

I met Bill in 1974 when we were both young ASAs. We went our separate ways. I moved on to criminal defense work in Broward County and then to Seattle for the last 30 years until returning to FL this past year. This evening I was reading the In Memorium section of the FL Bar News and learned of Bill's passing. I always enjoyed speaking with him. He was a great listener and an engaging person. My deepest sympathies to his loved ones. I know you must deeply miss him. I, who just knew him briefly, feel a loss.

I worked with Bill starting in 1987. He was the single greatest influence in my legal career. The man was one of a kind: wicked smart, disarming, strategic, story teller extraordinaire, fiercely loyal, discreet, gracious, competitive, gregarious, eccentric, hunter of big game and small. His biggest victories for clients are the ones that never received publicity. His was a remarkable journey - from a very rough childhood in Harlingen Texas to Harvard Law, hired by Janet Reno as an ASA ultimately becoming a chief assistant for organized crime and public corruption. He then became one of the go to lawyers in the entire country in his specialty - international asset recovery. He was taken from us abruptly. I miss him terribly.

I first met Bill when I called on him for banking business. That didn't work out but we visited occasionally over the years. He was understatedly funny and one of the best story-tellers I ever met. My husband and I are sorry we'll never see him again.

Bill Richey was a fine lawyer and true advocate of the people as Janet Reno's chief assistant state attorney. I first met him as a reporter in Miami covering the "Gold Plumbing Caper" in Miami and quickly came to admire him as a savvy, soft spoken prosecutor with a keen sense of fairness.
