Frank was born June 15, 1935 in Quincy to Harold and Mattie (Striet) Parkinson. He attended Quincy schools and participated in high school football, basketball, baseball, and track. He was the Captain of all of those teams his senior year. After graduating from Quincy High School, he continued his education earning a B.A. from Michigan State University and a M.B.A. from the University of Wisconsin.
Frank met his life-long partner and the love of his life, Gladys Sussex in 1954. They were married January 12, 1958.

Frank spent the majority of his career in banking, serving as Vice-President of the First National Bank in Quincy and President of the Central State Bank in Beulah, Michigan. After retirement, Frank and Gladys returned to Quincy and the home Frank's grandfather had built.

Frank was a man of faith. The most important things in Frank's life were his wife, his family, his friends, his church and his community, both Quincy and Beulah. Frank was very active with his church and local civic, charitable and business organizations.

Frank was a Rotarian for 40 years. He was a devoted Spartan, Lions and Tigers fan.

Frank loved to laugh, was a consummate practical joker and had a special way of making others feel good when they were around him. Many in the community knew him, neighbor, friend, colleague, coach and acquaintance. He touched many lives with his kindness, compassion, wisdom and sense of humor.

Frank is survived by his wife, Gladys Parkinson of Quincy; son, Brent (Pamela) Parkinson of Chelsea; son, Frank (Elizabeth) Parkinson of Saline; grandchildren Madeline, Isabella, Bram, Teagan, Carmen and Frank Parkinson of Chelsea and Saline.
